I have been searching the net for photos like this to learn how to do these types of effects, and these are EXACTLY what I am looking for, if you don't mind could you please point me in the right direction of how to do this

the third one does it for me! thats a wiked PP job u have goin there... i love moody shots! especially dark moods :D

Speculation:
Adjustment leyer for hue/saturation and a brightness/contrast adjustment layer. Rain was either done with a rain brush (yes you can get raindrop brushes... I have a couple) or by hand using a graphics tablet.
Lightning is either a brush or a technique (there are tutorials all over the internet on how to make lightning in photoshop).
