Free photo editing software

I know this has been posted before but i can't seem to find anything now. I'm wanting to download (okay get my fiancee to coz my internet is ridiculously slow!) free photo editing software to get me started. I would preferably like to try something that you can add borders to photos with and that sort of thing. I think someone mentioned fast stone or something like that once?

Is gimp out there still and is it free still ? ( google willl find it for you ;))
